Res 22 L 04

Hongkong, 20th June, 1904.

141

The frequent complaints of the Public testify to this and I am strongly of opinion that a determined effort should be made to increase the efficiency and strengthen the Staff.

2.

I believe that this scheme, if adopted, would prove effective in inducing Officers to stay in the Service and suggest that a long probation, of say six or twelve months, should be stipulated on first appointment which would enable the Government to get rid of Officers who might during such trial turn out to be incapable or undesirable for retention in the Service.

3.

If after probation an Officer was consider-
